King Norodom Sihamoni issued a Royal decree on July 18 appointing three new directors to courts in Prey Veng, Preah Sihanouk, and Kratie provinces.

According to the decree, Ke Sakhorn, Prey Veng provincial court deputy director, was appointed as it’s court director.

Kor Vandy, Phnom Penh Court deputy director, was appointed as Preah Sihanouk Provincial Court director, and Top Chhun Heng, Siem Reap Provincial Court deputy director, was appointed as Kratie Provincial Court director.

Supreme Council of Magistracy spokesman Sam Pracheameanith told Khmer Times yesterday the appointments are normal practice.

“It is normal to transfer tasks of civil servants, prosecutors, and judges,” he said.

Legal expert Sok Sam Oeun told Khmer Times that it is a good thing to rotate positions within the court system.

“When someone takes office for too long it causes nepotism, potentially resulting in a bias.”

“To make the court service work better, change is needed. However, the change should not be based on favoritism. Fairness and transparency are key,” he said.

The King also issued a separate Royal decree to appoint Sok Kalyan, Preah Sihanouk Provincial Court director, as director of Appeals court located in Preah Sihanouk province.

The King also appointed 39 intern judges to deputy judges assigning them to work in 20 courts across the capital and provinces.

He also appointed 15 other intern prosecutors as deputy prosecutors, assigning them to serve across 14 provincial courts.

The Royal decree states the intern judges and prosecutors promoted are entitled to basic salaries and other allowances as required by law.

The rights to receive various allowances and the rights to be promoted is effective from May 8 this year, the decree added. Khmer Times
