0.1 Percent for Cambodia to Declare State of Emergency due to Covid-19
Prime Minister Hun Sen announced Tuesday that Cambodia has only 0.1 percent to declare state of emergency due to Covid-19, speaking in a press conference on Covid-19 held at the Peace Palace.
“Cambodia is unlikely to declare state of emergency. We have only 0.1 percent of probability. The state of emergency is required only when the situation is beyond our control,” the premier said.
The Kingdom’s Constitution Article 22 states: “When the nation faces danger, the King shall proclaim to the people, putting the country in a state of emergency after agreement with the Prime Minister and the President of the National Assembly and President of the Senate.”
Cambodian government, during a permanent cabinet members meeting chaired by Prime Minister Hun Sen on late Tuesday (31 March), has approved draft law on governing the country in state of emergency.
The draft law has 11 articles and divided into five chapters. Article 3 states that a state of emergency can be declared when the people face dangers such as war or foreign invasion, public health concerns caused by pandemics, serious chaos to national security and public order, and severe calamity.
The draft law needs to be adopted by the National Assembly and finally reviewed by the Senate before being submitted to the King for promulgation.
As of 7 April 2020, the Kingdom has confirmed 115 cases of Covid-19 so far; 58 recovered in total.
