Geneva, October 2, 2025 — H.E. Ambassador Dara In, Permanent Representative of Cambodia to the United Nations in Geneva, delivered Cambodia’s statement during the general debate at the 60th session of the Human Rights Council under agenda item 9 on racism, racial discrimination, and xenophobia.

Ambassador Dara In reaffirmed Cambodia’s unwavering commitment to the promotion and protection of all human rights, grounded in equality, dignity, and universality. He emphasized that “silence is not an option when these foundations are threatened.”

Highlighting recent concerns, the Ambassador drew attention to the rise of xenophobia and racist violence against Cambodian nationals in Thailand, including migrant workers and students who face hate attacks, harassment, and discriminatory rhetoric. Such acts, he stressed, undermine people-to-people relations and erode the solidarity vital to multilateralism.

The Ambassador also warned against disinformation campaigns that distort facts, fuel prejudice, and expose vulnerable communities to unjust risks. He underlined that such practices violate States’ international obligations to uphold non-discrimination, equality before the law, and the security and dignity of all persons under their jurisdiction.

Concluding his intervention, Ambassador Dara In underscored that combating racism, xenophobia, and intolerance is both a legal duty and a moral imperative, urging the Human Rights Council to strengthen vigilance and collective action.
