Cambodia’s Commitment to Ceasefire Implementation 

and De-escalation

− Cambodia reiterates its unwavering commitment to the full and effective implementation of the ceasefire agreements reached on 28 July 2025 in Putrajaya, brokered by Malaysia with the active participation of the US and China, and the strong support of regional and international partners, and further reaffirmed at the Extraordinary General Border Committee (GBC) meeting on 7 August 2025 in Kuala Lumpur. 

− Cambodia regrets that despite its strict adherence, repeated violations by the other side continue to undermine the fragile truce, putting at risk not only military personnel but also thousands of civilians living in the border provinces. In this regard, Cambodia has deliberately chosen restraint over retaliation, mindful that escalation would worsen the humanitarian situation and further displace vulnerable populations.

− Cambodia underscores that the ceasefire is a humanitarian necessity. Its implementation protects villagers from cross-fire, facilitates the safe return of displaced families, and allows humanitarian agencies such as the International Committee of the Red Cross (ICRC), UN agencies, and NGOs to deliver life-saving assistance to affected communities.

− Adherence to these agreements also reflects Cambodia’s consistent respect for the principles of the United Nations Charter, including the prohibition on the use of force, and demonstrates its determination to pursue dialogue and peaceful settlement.

− Cambodia therefore calls upon Thailand to demonstrate responsibility and sincerity by fully honoring the ceasefire agreements it has signed. As a State Party to the United Nations and ASEAN, Thailand has an obligation to uphold the commitments it undertook in Putrajaya and Kuala Lumpur. 

− Cambodia urges Thailand to cease all actions that undermine the truce, to prevent further incidents that endanger civilians, and to work in partnership with Cambodia and ASEAN mechanisms to maintain peace and stability.
