Keynote Address by H.E. Lt. Gen. Maly Socheata, Spokesperson for the Ministry of National Defence:

7:00AM, August 16, 2025

1- Starting from 12:00am of August 16, 2025 up to 06:00am this morning, the situation at the frontline:

– Military Region 4 and 5: Preah Vihear, Uddar Meachey, and Banteay Meanchey Provinces remain calm and steady. Cambodian military forces stand strong and fully vigilant in fulfilling their duty.

– Cambodian armed forces firmly respect and strictly implement the ceasefire reached on July 28, 2025, as well as the 13-point Agreed Minutes adopted at the Extraordinary Meeting of the Cambodia–Thailand General Border Committee (GBC) on August 7, 2025, under observation of Malaysia, the United States of America, and the People’s Republic of China.

2. On August 15, 2025, an extraordinary meeting of the Secretariat of the Cambodia-Thailand Border Regional Committee (RBC), between Military Region 3 of the Royal Cambodian Armed Force and the Border Defense Command of Chanthaburi-Trat Province, in Thailand was concluded with notable positive developments.

And on August 16, 2025, the Extraordinary Meeting of the RBC, led by Major General Uy Heang, Commander of Military Region 3, and Vice Admiral Aphi Chhat Sapprasert, Commander of the Border Defense Command of Chanthaburi-Trat province, will be held for a full day. Cambodia hopes that the meeting will yield positive and constructive outcomes, enhancing full and effective implementation of the ceasefire agreement by both parties, which will restore peace, stability, and normalcy in the border areas. 

It is important to note that the above-mentioned Extraordinary Meetings stemmed from the outcomes of a special meeting held on July 28, 2025, in Putrajaya, Malaysia, and the Extraordinary Meeting of the Cambodia-Thailand General Border Committee (GBC), which concluded on August 7, 2025. These meetings reaffirm the importance of maintaining regular communication between the armed forces of the military regions and the border defense units of both parties, as well as striving to resolve issues peacefully and avoid confrontations.

3. At the same time, Cambodia continues to call on the Thai side to implement the above agreements, and return 18 of our military personnel to Cambodia so they can reunite with their families, who have been waiting day and night. It is also important to note that Thai soldiers illegally arrested Cambodian military personnel immediately after the ceasefire took effect on the morning of July 29, 2025. As of 07:00AM on August 16, 2025, their detention has lasted 17 days, 23 hours, and 10 minutes.

The Ministry of National Defence, the Royal Cambodian Armed Forces, and the international community will persist in demanding that Thailand uphold its obligations under international law, and we will never abandon or leave any of our family members isolated.

The Royal Government, the Armed Forces, and the Cambodian people stand united in defending their territory, dignity, and sovereignty with unwavering determination and clarity. 

Full implementation of the ceasefire by both sides will create a favorable atmosphere for restoring peace, stability, and normalcy to the relationship between our two countries.
