Thailand is a Warmonger and Showing no Willingness to De-escalate Tensions with Cambodia
Phnom Penh, July 26, 2025 – Speaking at a press conference held this morning at Vimean Santepheap (the Peace Palace), Office of the Council of Ministers, His Excellency Chum Sunthary, Spokesperson for the Ministry of Foreign Affairs and International Cooperation, accused Thailand of acting as a war aggressor and showing no willingness to de-escalate tensions with Cambodia, despite repeated diplomatic overtures and international mediation efforts.
H.E. Chum Sunthary revealed that Cambodia had formally sent a letter to the United Nations Security Council (UNSC) ahead of Thailand and specifically requested an urgent meeting to address the escalating situation. In contrast, while Thailand also submitted a letter to the UNSC, it did not request any emergency session, further highlighting Thailand’s apparent lack of urgency or commitment to resolving the conflict through peaceful means.
In another key development, the spokesperson pointed to diplomatic efforts initiated by the Prime Minister of Malaysia, in his capacity as ASEAN Chair, who proposed a ceasefire agreement between the two sides. “Cambodia accepted the ceasefire proposal in good faith,” said H.E. Chum Sunthary. “Thailand initially agreed as well, but then abruptly reversed its position and withdrew support.”
He further elaborated on a pre-meeting UNSC report circulated to Council members, stating:
“The report clearly outlined two crucial findings. First, it confirmed that Cambodia was the first to submit a formal letter to the UNSC, requesting an urgent meeting to address the aggression. Thailand’s subsequent letter made no such request for urgency.
Second, the report acknowledged the Malaysian Prime Minister’s mediation initiative for a ceasefire. It was documented that Cambodia welcomed the proposal, while Thailand initially agreed but later reversed its stance, showing a clear unwillingness to engage in peace efforts.”
This sequence of events, H.E. Chum Sunthary emphasized, makes crystal clear who is pursuing peaceful resolution and who is obstructing it.
It is important to note that today marks the third consecutive day of Thai military incursions into Cambodia’s internationally recognized territory. The conflict was sparked by Thailand’s unprovoked military assault on July 24 at 8:46 AM, when Thai troops attacked Cambodian forces stationed at Ta Muan Thom Temple. Cambodia has since exercised its right to self-defense, as recognized under international law.
Cambodia continues to urge the international community, particularly the United Nations, to take immediate and decisive action against what it describes as Thailand’s warmongering behavior and refusal to engage in good-faith diplomacy, while reaffirming its own commitment to peace, sovereignty, and international law.
