We, the leadership and civil servants of the Press and Quick Reaction Unit (PRU), hereby solemnly and unequivocally condemn the inhumane, brutal, and barbaric acts committed by the Thai military, which have carried out reckless aggression against the sovereignty of the Kingdom of Cambodia.

In particular, we denounce the continued deep incursions and attacks into Cambodian territory, as well as the ongoing targeting of innocent civilians in the provinces along the Cambodia–Thailand border, which have persisted since the afternoon of 7 December 2025 to the present day.

Thailand’s acts of aggression, involving the use of heavy weaponry, fighter jets, toxic smoke, and cluster munitions, launched indiscriminately and without distinction in a savage manner, have resulted in civilian deaths and injuries. Extensive destruction has been inflicted upon homes, ancient temples, public and private property, health centers, bridges, roads, markets, schools, commercial buildings, and other critical infrastructure. As a result, students, children, the elderly, women and men have been forcibly displaced, compelled to flee immediately in search of temporary safety.

The Thai side has repeatedly violated the ceasefire agreement and the Kuala Lumpur Joint Declaration between Cambodia and Thailand, which was signed by the Prime Ministers of both countries in the presence of His Excellency Donald J. Trump, President of the United States of America, and His Excellency Anwar Ibrahim, Prime Minister of Malaysia and the rotated ASEAN Chair.

We therefore call upon the international community to firmly and unequivocally condemn these repeated violations of the Kuala Lumpur Joint Declaration and Thailand’s unlawful actions, and to demand that Thailand bear full responsibility for these reckless and aggressive violations. We further urge Thailand to immediately cease all hostile acts that pose a grave threat to regional peace and stability.

At the same time, we call on the Thai side to return to strict, sincere, and good-faith compliance with the ceasefire agreement, the Kuala Lumpur Joint Declaration, and all obligations under international law. Thailand must adhere to the peaceful settlement of disputes, in accordance with international law, existing treaties, conventions, and agreements, and must refrain from the use of armed force, in order to pursue a just, lawful, durable, and internationally recognized solution.

Once again, we resolutely and categorically condemn the inhumane and brutal actions of the Thai military, including attacks against civilians and reckless violations of the sovereign territory of the Kingdom of Cambodia, and call upon Thailand to immediately abandon its aggressive ambitions and hostile conduct, which constitute serious breaches of international law.
