Phnom Penh, November 11, 2025 — The Royal Government of Cambodia has expressed grave concern following reports quoting statements from Thailand’s leadership indicating that Bangkok has suspended the implementation of the Joint Declaration between the Prime Ministers of Cambodia and Thailand, signed on October 26, 2025, in Kuala Lumpur, Malaysia, and witnessed by U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim, in his capacity as ASEAN Chair.

According to media reports, Thailand’s decision follows a landmine explosion on November 10, 2025, which injured two Thai soldiers in the Phnom Trop area near the Temple of Preah Vihear, located within Cambodian territory. The incident has reportedly been cited as justification for Thailand’s temporary suspension of the Joint Declaration and the cancellation of the previously announced release of 18 Cambodian soldiers detained in Thailand, originally scheduled for November 12, 2025.

In response, the Royal Government of Cambodia categorically rejects the allegations that new landmines were planted by Cambodian forces along the border. The Ministry of Foreign Affairs and International Cooperation emphasized that the majority of minefields in the border regions are remnants of Cambodia’s civil conflicts during the 1970s and 1980s, many of which remain uncleared due to challenging terrain and the un-demarcated nature of certain border areas.

The statement reaffirmed that Cambodia remains fully committed to the implementation of the Kuala Lumpur Joint Declaration, which was welcomed by the international community as a milestone for peace and reconciliation.

As a devoted advocate and state party to the Anti-Personnel Mine Ban Convention (Ottawa Treaty), Cambodia reiterated that it has never used and will never use new landmines under any circumstances.

The Royal Government of Cambodia calls on all parties to uphold the spirit and obligations of the Joint Declaration in good faith, to prevent escalation, and to preserve peace, stability, and mutual trust along the Cambodia–Thailand border.
