Cambodia hosts IOT to inspect fresh Thai military attacks in Preah Vihear
Phnom Penh, September 28, 2025 – The Ministry of National Defence of the Kingdom of Cambodia on Sunday facilitated a field visit by the ASEAN Interim Observers Team (IOT), led by Malaysia, to the An Seh area of Preah Vihear Province, where Cambodian positions came under fire from Thai military forces on September 27.
According to the Ministry, the inspection was conducted to observe, verify, and document the aftermath of two rounds of attacks involving mortar and small arms fire directed against a Cambodian military base in An Seh village, Choam Khsan district.
The attacks occurred between 11:52 a.m. and 12:46 p.m. on September 27, with the first round lasting from 11:52 a.m. to 12:22 p.m., followed by a second round from 12:25 p.m. to 12:46 p.m. Cambodian forces, the statement stressed, exercised maximum restraint and did not retaliate, in full compliance with the ceasefire agreement between Cambodia and Thailand, which took effect at midnight on July 28, 2025.
Despite this restraint, Cambodia expressed grave concern over what it described as provocations and continued firing originating from the Thai side. The Ministry noted that Thailand initiated the attack but subsequently accused Cambodia of opening fire first—the act Phnom Penh warned could undermine respect for the ceasefire, complicate its implementation, and heighten tensions along the border.
Cambodia has requested the ASEAN Interim Observers Team to conduct a thorough forensic investigation of the incident, with particular focus on the types of ammunition used and the trajectory of fire, in order to establish clear and transparent facts.
“Such an investigation is essential to ensure accountability, fairness, and justice for both parties, as well as to maintain public trust in the ceasefire process,” said Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence, in the official statement issued on September 28.
