Government Spokesperson Highlights PM Hun Manet’s Commitment to Safeguarding Cambodia’s Territorial Integrity and Addressing Border Dispute with Thailand

Phnom Penh, September 4, 2025 — The Royal Government Spokesperson’s Unit issued a press statement today emphasizing Prime Minister Samdech Moha Borvor Thipadei Hun Manet’s utmost attention to the protection of Cambodia’s sovereignty and territorial integrity, as well as the government’s measures regarding the ongoing border dispute with Thailand.
The statement referred to incidents in Chork Chey and Prey Chan villages, O’ Bei Choan commune, Ou Chrov district, Banteay Meanchey province, where unilateral actions by the Thai side since August 12, 2025, have affected Cambodian residents who have long inhabited and depended on the area.
According to the press release, the Cambodian Government has acted proactively, employing all mechanisms available under international law to lodge protests with the Thai authorities and inform relevant stakeholders through diplomatic channels. Key measures include:
– Ministry of Foreign Affairs and International Cooperation (MFAIC): Issued three diplomatic notes of protest to the Thai Foreign Ministry, raised the issue in multiple international fora including the United Nations, and organized field visits to the affected villages with participation from diplomatic missions, the UN Resident Office in Cambodia, and international NGOs.
– Convened one Extraordinary Meeting of the Genral Border Committee (GBC) and four meetings of the Regional Border Committee (RBC), where Cambodia underscored the importance of safeguarding territorial integrity.
– The Secretariat of Border Affairs: Sent three formal diplomatic notes under the Joint Boundary Commission (JBC) framework to its Thai counterpart.
– Banteay Meanchey Provincial Authorities: Issued two protest letters to the Sakaeo Provincial Administration in Thailand.
– The Cambodian Human Rights Committee engaged with its partners and submitted urgent interventions to the UN Special Rapporteur on the right to adequate housing, the Office of the High Commissioner for Human Rights, the ASEAN Intergovernmental Commission on Human Rights (AICHR), and various independent national human rights institutions.
The statement further noted that Prime Minister Hun Manet has consistently raised this issue with key foreign leaders, calling for intervention and urging peaceful resolution of the border dispute in accordance with bilateral agreements, treaties, and international law.
During his recent participation in the Shanghai Cooperation Organization (SCO) Plus Summit in Tianjin, China (August 30 – September 1, 2025), Prime Minister Hun Manet raised Cambodia’s concerns with Chinese President Xi Jinping, CPPCC Chairman Wang Huning, UN Secretary-General António Guterres, and Malaysian Prime Minister and current ASEAN Chair Anwar Ibrahim. He urged for effective implementation of the ceasefire through third-party monitoring, peaceful settlement of the border issue based on international law, and an end to unlawful military occupation, forced displacement of civilians, and escalation of tensions that could risk renewed armed clashes.
Separately, Senate President Samdech Akka Moha Sena Padei Techo Hun Sen, in his capacity as President of the Supreme Privy Council to His Majesty the King, has also actively engaged foreign leaders through diplomatic mechanisms, consistently advocating for peaceful solutions aligned with international law to protect Cambodia’s sovereignty and territorial integrity.
The Government Spokesperson reaffirmed that the defense of national sovereignty and territorial integrity remains the highest priority of the Royal Government of Cambodia, led by the Cambodian People’s Party (CPP). Under the leadership of Prime Minister Hun Manet, Cambodia will continue to pursue peaceful solutions to border issues in strict compliance with international law, in order to safeguard sovereignty, protect territorial integrity, and preserve peace—an essential aspiration of the nation and its people.
