Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Good morning member of the press and all,
As previously mentioned, during the implementation phase of the ceasefire between the Cambodian and Thai armed forces, Cambodia adhered strictly and patiently to this truce. With Samdech Thipadei PM Hun Manet’s participation in the Shanghai Cooperation Organization (SCO) Plus Summit held in Tianjin City, China, from August 30 to September 1, 2025, other countries attended the Summit, including the Secretary-General of the United Nations, who had expressed support for the ceasefire, which I would like to reiterate as follows:
The UN Secretary-General, H.E. António Guterres, confirmed that he is also closely monitoring the Cambodia-Thailand border conflict and welcomed the ceasefire between the two countries. This affirmation was made during his working discussion with Samdech Thipidei Hun Manet on September 1, 2025, Tianjin, China.
In addition, H.E. Secretary-General also agreed with Cambodia’s call for both sides to avoid military confrontation, and to resolve unsettled border issues, especially in areas with civilian populations, through peaceful means, including existing mechanisms such as the Cambodia-Thailand Joint Boundary Commission (JBC), based on bilateral agreements, relevant treaties, and international law.
Furthermore, in a separate bilateral meeting, Chinese President H.E Xi Jinping reaffirmed China’s support for the ceasefire and ASEAN’s monitoring mechanisms led by Malaysia. He expressed a desire to see the ASEAN Observers Team (AOT) established promptly. In response, Samdech Thipadei expressed sincere gratitude to China for its significant and active role in the process of maintaining peace in the Cambodia-Thailand border disputes, which has contributed positively to the peaceful resolution.
The President of Laos, H.E. Thongloun Sisoulith, also supported the ceasefire and urged both parties to maintain patience and fully implement the agreement.
The ceasefire agreement between Cambodia and Thailand was achieved on July 28, 2025, during a special meeting in Putrajaya, hosted by Malaysia and co-organized by the United States, with active participation from the People’s Republic of China. As a nation committed to peace and international law and order, Cambodia strictly adhered to this agreement, focusing on diplomatic efforts and dialogues with Thailand, as well as relevant parties to find peaceful solutions to border issues.
Cambodia’s leadership remains committed to safeguarding national sovereignty and territorial integrity while maintaining peace. This peace-oriented “Win-Win policy” is a core principle of the Cambodian government under the leadership of the CPP, which continues to garner strong support from world leaders.
