Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

1. Diplomatic Visit to Banteay Meanchey and Oddor Meanchey Provinces Led by H.E. Deputy Prime Minister PRAK Sokhonn
On 22–23 August 2025, His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, led a diplomatic visit with the participation of over 60 members of the diplomatic corps, representatives of United Nations specialized agencies, international organizations, and foreign non-governmental organizations working on humanitarian mine action.
The delegation visited affected areas in Banteay Meanchey Province, where barbed wire, barricades, and other obstacles laid by Thai military forces have prevented local residents from returning to their homes. The delegation also inspected the site of bomb explosions in Oddar Meanchey Province, including Wat Prasat Tamone Sen Chey and the MK-84 bomb site in Thmor Doun village.
DPM Prak Sokhonn reaffirmed the Royal Government’s strong commitment to alleviating the hardships of affected families and ensuring their safe return, while making every effort to achieve a full and effective ceasefire.
The delegation expressed its firm expectation that complete peace and stability will be restored soon, allowing displaced Cambodian citizens to return to their homes in safety and dignity. It underscored that the full implementation of the ceasefire agreement remains a crucial step toward lasting peace and a peaceful resolution of the border issue.
2. Cambodia Welcomes Diplomatic Corps’ Call to Uphold Ceasefire
The MFAIC welcomes the Diplomatic Corps’ appeal in favor of upholding ceasefire between Cambodia-Thailand as expressed during diplomatic visit in Oddor Meanchey Province on 22 Aug 2025.
A. Ambassador Extraordinary and Plenipotentiary of Japan, H.E. Ueno Atsushi, told the journalists in Oddor Meanchey Province on 22 Aug 2025 that:
• The Japanese government firmly supports the unconditional prompt ceasefire. Also, we (Japan) would like to provide support for the people affected.
• We (Japan) hope that this issue will be resolved through the peaceful dialog between two countries, not by fighting.
B. Ms. Bridgette Walker, Chargé d’Affaires of the United States Embassy in Phnom Penh, underlined in her interview with journalists in Oddor Meanchey Province on 22 Aug 2025 that:
• It is very helpful for us to have eyes on in the actual areas.
• President Trump and Secretary Rubio are very interested in seeing the ceasefire hold and have spoken with both the Cambodian and Thai governments and encourage and expect that each government in each country will uphold its commitments.
C. First Secretary and Deputy Head of Cooperation of the Delegation of the European Union to Cambodia, Mr. Koen Everaert, told the journalists in Oddor Meanchey Province on 22 Aug 2025, that “EU encourages both sides to continue to hold the ceasefire agreements, as well as continued good communication from both countries in order to rebuild trust and stability in the border”.
In this connection, I would like to recall that H.E. DPM Prak Sokhonn, Minister of FAIC, during a briefing held at the Ministry on 21 Aug 2025 and attended by 78 heads and representatives of diplomatic missions, UN agencies, and NGOs, reaffirmed Cambodia’s commitment to the ceasefire agreement reached between the two countries on 28 July 2025 in Putrajaya and the 13-point outcomes of the Cambodia–Thailand General Border Committee meeting on 7 August 2025 in Kuala Lumpur.
