Keynote Address by H.E. Nong Sakal, Under Secretary of State of the Ministry of Foreign Affairs and International Cooperation,

Today, I would like to brief you about some developments relating to the Diplomatic and International relation’s activities during the implementation of the ceasefire agreement achieved on 28 July 2025 between Cambodia and Thailand:

1. On Thailand MFA’s statement of 19 August –I wish to make the following points:

(1) Cambodia has strong determination of implementing the agreed ceasefire agreement as the result of both sides. We believe that it is a solid foundation for building lasting peace for all.

(2) on Thailand’s allegation of Cambodia’s encroachment – the Cambodia-JBC Secretariat, through the Ministry of Foreign Affairs of Cambodia, on 19 August 2025, lodged an official protest against actions committed by Thai armed forces that they have laid barbed wire, set up black nets and installed tires in some locations along the border within the territory of Cambodia. The Cambodia-JBC delegation asked Thai military to remove it from all mentioned locations. Such action had been severely undermined trust. Cambodia, therefore, calls on Thailand to fully comply with all bilateral agreements and international obligations.

2. On reaction by foreign friends regarding the situation along the border between Cambodia and Thailand:

(1) Cambodia appreciates the view expressed by Foreign Secretary Marco Rubio of the United States on 19 August that the United States has continued to following and monitoring closely to the border situation between Cambodia and Thailand. In this respect, I once again, express Cambodia’s highly value President Donald Trump’s initiative to bring ceasefire agreement realized and that Cambodia appreciates the United States active engagement in this regard.

(2) I wish to express Cambodia’s deep appreciation to the EU for its announcement of contribution the budget amount to 7 Hundred Thousand Euro (700,000Euro) (approximately Eigh Hundred Sixteen Thousand USD- 816,000usd) in emergency humanitarian funding to support people most affected by the recent armed clashes along the Cambodia-Thailand border. Cambodia appreciates this timely assistance of the EU which is an important development partner of Cambodia and a Strategic Partner of ASEAN. Recently we have received the contribution from China, Japan and EU – I wish to extend the people of Cambodia’s sincere appreciation for these kind humanitarian assistance for the people affected by armed conflict along the border this time.

3. On Acting PM of Thailand’s statement concerning Thailand’s legal actions against Cambodian leaders

– I wish to reiterate that such negative statement made by Acting Prime Minister of Thailand on 18 August 2025, constituted a clear intention of undermining peace building efforts, and has severely affected trust building that both sides are supposed to implement as a priority in order to bring an end to the conflict. Cambodia wishes to reiterate the importance of the need for both sides to promote confidence building. Both sides must show just commitment and action-oriented in safeguarding peace, while exploring necessary and doable activities which serve the interest of peace for the people in both countries. In this respect, we are also highly value the continuous engagements between both countries at the levels of GBC, RBC, including through the Tea Chat discussion of foreign ministers of Cambodia, Thailand and China recently. These engagements have provided an atmosphere of better understanding each other and paved the way for the smooth implementation of the ceasefire agreement.

– My last point is – I wish to reiterate that the government of Cambodia remain firmly committed to working closely with the Thai Government to achieve a durable and lasting peace and restore relations to normalcy in the near future.
