Keynote Address by H.E. Pen Bona, Spokesperson for the Royal Government of Cambodia:

On behalf of the Spokesperson to the Royal Government of Cambodia, I would like to brief and re-emphasize the government’s stance concerning the border disputes with Thailand to our fellow Cambodians and the International Community.

1. As a nation that has overcome and sacrificed everything to end war and achieved the hard-earned peace through the “Win-win policy” of Samdech Techo Hun Sen, former Prime Minister, “Peace” is still considered as the backbone of the nation’s development by the current leadership of Samdech Thipadei Hun Manet, Prime Minister of Cambodia. Therefore, Cambodia is firmly committed to resolving border issues peacefully through technical and international legal mechanisms.  

2. Cambodia firmly honors all terms and conditions of the ceasefire agreement, reached on July 28, 2025, during a special meeting in Putrajaya, Malaysia, hosted by Malaysia, co-organized by the United States of America, and with active participation from the People’s Republic of China. This ceasefire agreement officially came into effect at midnight on the same day. Cambodia considers this Ceasefire agreement to be tremendously beneficial in ending damage to the military forces, civilians, and economy of both countries, as well as the impacts on regional security as a whole.

3. Cambodia strongly upholds the 13-point Agreed Minutes adopted in the Extraordinary Meeting of the Cambodia-Thailand General Border Committee (GBC), held on August 7, 2025, in Kuala Lumpur, Malaysia, under the observation of Malaysia, the United States of America, and the People’s Republic of China. Cambodia also welcomes the positive result yielded in the Extraordinary Meeting of the Cambodia-Thailand Regional Border Committee (RBC), held on August 16, 2025, in Trat Province, Thailand.
