Press Briefing -Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson:
This morning, I would like to provide some updates following the entered into force of the ceasefire between the Cambodian and Thai armed forces on 28 July 2025, and after the extraordinary meeting of the GBC was concluded on August 7, 2025, as of today. The positive outcome of the extraordinary meeting of the Cambodia-Thailand General Border Committee (GBC) reflects the mutual determination of both sides to work together to promote lasting peace, stability, cooperation, and development for the mutual benefit of both countries. Therefore, the next most important step for both sides is to show their will, commitment, and respect and implement honestly, truly, and practically what has been agreed upon.
Starting from 6 AM on 12 August 2025 up to 10 AM this morning, the situation at the front line along the Preah Vihearand Oddar Meanchey provinces remains calm and steady. Cambodian military forces stand strong and fully vigilant in fulfilling their duties.
Cambodia would like to explicitly re-emphasize its unwavering commitment to respecting and strictly implementing all the terms and conditions of the ceasefire agreement mutually agreed upon on July 28, 2025, as well as the spirit and consensus reached during the extraordinary meeting of the GBC held on August 7, 2025. Particularly, point 2, which states that both sides agreed to maintain current troops’ deployment without further movement as it is at the time the ceasefire was reached at 24:00 local time on July 28, 2025, there shall be no troop movements, including patrols towards the other side’s position. Cambodia also strongly urged Thailand to implement the agreement responsibly and sincerely to ensure mutual trust and cooperation in maintaining peace and stability along the border.
In this briefing session, I would like to reiterate some key points among the agreements reached at the extraordinary meeting of the GBC on August 7, 2025, in Kuala Lumpur. Both sides agreed to maintain regular communication at all levels, particularly:
– Maintain regular communication between all armed areas and military regions and units along the border of both sides and strive to solve all issues peacefully and avoid clashes.
– Convene the Regional Border Committee (RBC) meeting within two weeks after the extraordinary GBC meeting on 7 August 2025. The host will be determined in accordance with the regular hosting rotation.
– Maintain regular and direct lines of communication between ministers and chiefs of defense forces level.
As stated in the above agreement, I would like to inform you that the Regional Border Committee (RBC) working group is preparing for a meeting with the Thai side, which will take place in less than two weeks in accordance with the spirit and outcome of the extraordinary General Border Committee meeting held on August 7, 2025, in Kuala Lumpur. Cambodia strongly hopes that this RBC meeting will make further positive contributions to the implementation of the ceasefire agreement and to the restoration of peace, security, and normal relations between the two countries.
In this spirit, Cambodia continues to urge the Thai side to fully implement the above agreement and to return the 18 military personnel to Cambodia so they may reunite with their families, who have been waiting days and nights. It is important to emphasize that these Cambodian soldiers were illegally arrested by Thai forces on the morning of 29 July 2025 immediately after the ceasefire came into force and have now been held in custody for 14 days. I would also like to take this opportunity to express gratitude to the many partners, countries, and international organizations that have repeatedly called on the Thai side to release our 18 military personnel without delay.
Cambodia’s commitment to work constructively in good faith and in close cooperation with Thailand, Malaysia, and ASEAN member countries and all relevant partners to ensure the effective and full implementation of the ceasefire and to resolve all disputes peacefully in accordance with international law, the UN Charter, and the ASEAN Charter.
