Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Keynote Address by H.E. Chum Sounry, Spokesperson for the Ministry of Foreign Affairs and International Cooperation (MFAIC):

The MFAIC of the Kingdom of Cambodia categorically rejects the unfounded allegations made by the Ministry of Foreign Affairs of Thailand on August 10, 2025, accusing Cambodia of planting new anti-personnel mines.

Cambodia firmly states the following:

1. Cambodia’s compliance with Ottawa Convention: 

– Since becoming a State Party in 2000, Cambodia has scrupulously adhered to the Ottawa Convention. Cambodia has destroyed over one million anti-personnel mines and nearly three million other explosive remnants of war from its territory, contributing significantly to humanitarian demining efforts at home and abroad, including UN peacekeeping missions.

– Cambodia reiterates its readiness to work constructively with Thailand and all stakeholders to uphold the Ottawa Convention, protect civilian lives, and ensure a peaceful, secure, and prosperous border for both nations.

2. Cambodia’s Call for Full Implementation of 13-Point Agreement:

– Cambodia has been strongly encouraged by the broad applause expressed by the regional and international community—including ASEAN partners and key global stakeholders for the 13-point agreement reached during the General Border Committee (GBC) meeting on August 7, 2025 in Kuala Lumpur. Cambodia also welcomes the calls from various countries for the faithful and timely implementation of these agreed measures.

– Cambodia regards the 13-point agreement as a critical opportunity for the two countries to de-escalate tensions, restore trust, and prevent further harm to civilians on both sides of the border. This agreement is a joint commitment to peace and stability.

– At the same time, Cambodia expresses concern over certain negative indications from the Thai side, including the allegations that Cambodia has planted new landmines and carried out attacks targeting civilians that were recently reiterated in public remarks by senior officials of Thai government and Ministry of Foreign Affairs, as well as the recent hostile statement made by Thai Military Commander of Region 2.

– Cambodia reaffirms its firm commitment to every point of the agreement and encourages Thailand to also fully honor its commitments made during the recent GBC meeting.
