Keynote Address by H.E. Lt. Gen. Maly Socheata, Spokesperson for the Ministry of National Defence:

The Ministry of National Defence of the Kingdom of Cambodia reaffirms its full commitment to the ceasefire agreement reached through the leading efforts of His Excellency Donald J. Trump, President of the United States of America, and His Excellency Anwar Ibrahim, Prime Minister of Malaysia, with the active participation of the People’s Republic of China. This ceasefire, widely welcomed by the international community, reflects the shared aspiration for peace in the region.

As a responsible and peace-loving nation, Cambodia has strictly observed the ceasefire terms, choosing dialogue and cooperation over confrontation and conflict. Cambodia’s steadfast adherence to the agreement demonstrates our respect for the tireless efforts of our international friends and our desire to contribute to lasting peace and stability in the region.

– On August 4, 2025, His Excellency General Tea Seiha, Deputy Prime Minister and Minister of National Defence, led a senior military delegation of the Royal Cambodian Armed Forces to attend the Extraordinary Meeting of the Cambodia–Thailand General Border Committee (GBC), which was held in Kuala Lumpur, Malaysia, with representatives from Malaysia, the United States, and China participating as observers.

– On August 5, 2025, His Excellency General Tea Seiha, Deputy Prime Minister and Minister of National Defence, together with a senior delegation from the Royal Cambodian Armed Forces, held a meeting in Malaysia with General Mohamed Nizam, Commander-in-Chief of the Malaysian Armed Forces, and his colleague.

During the meeting, the Malaysian side expressed its readiness to facilitate the implementation of the ceasefire between Cambodia and Thailand by supporting the development of a Terms of Reference (TOR), paving the way for the establishment of the ASEAN Monitoring Team (AMT), which is expected to serve as a highly effective mechanism for monitoring and enforcing the ceasefire to help restore peace as swiftly as possible.

His Excellency General Nizam expressed a series of meaningful remarks, stating: “Peace is expensive,” “Life is precious,” and “Time is of the essence.”

In line with the remarks of Samdech Thipadei, “Every day, hour, and minute that we are negotiating can save the lives of our forces and our people. The sooner, the better,” the GBC Secretariat teams of both countries have, over the past three days, engaged in the positive exchange of many important points. Several of Cambodia’s proposals have been accepted by the Thai side, while Cambodia has also agreed to a number of constructive points put forward by Thailand.

– On August 6, 2025, His Excellency General Tea Seiha, Deputy Prime Minister and Minister of National Defence, along with a senior military delegation of the Royal Cambodian Armed Forces, met with Admiral Samuel Paparo, Commander of the United States Indo-Pacific Command (USINDOPACOM), and His Excellency Edgard Kagan, United States Ambassador to Malaysia.

At the meeting, the United States reaffirmed its support for the ceasefire, an initiative originally proposed by President Donald Trump and actively facilitated by Malaysia as the rotating chair of ASEAN in overseeing its implementation.

The two Excellencies also emphasized their commitment to closely monitor the ceasefire’s implementation to ensure its success and effectiveness. The United States pledged to provide crucial logistical and technical support to expedite the establishment of the ASEAN Monitoring Team (AMT). Additionally, the United States highlighted its ongoing commitment to military planning, equipment provision, deployment systems, space-based and aerial surveillance technologies, and other cutting-edged technologies. These efforts demonstrate a strong dedication and readiness to contribute toward building a genuinely peaceful future.
