Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Thailand’s Legal Threats Against Cambodia
Cambodia noted with dismay the report by select Thai media on 5 August 2025 regarding the legal action against the country announced by the Thai government. This legal measure is entirely baseless and represents a deliberate attempt to divert both domestic and international public attention from Thailand’s hostile policy against Cambodia, particularly its unprovoked attacks against Cambodian territory.”
This move appears aimed at deflecting growing criticism over civilian casualties, violations of international humanitarian law, and Thailand’s repeated non-compliance with the ceasefire agreement.
The accusations forming the basis of legal actions are unfounded, politically motivated, and lack any credible basis. Cambodia strongly rejects these claims and reaffirms the following key points:
1. Cambodia did not start hostilities.
The recent border conflict was triggered by repeated Thai military incursions and artillery fire into Cambodian territory, in direct violation of Cambodian sovereignty.
2. Cambodia acted in legitimate self-defense.
The Cambodian armed forces’ response was proportionate, and consistent with Article 51 of the UN Charter, aimed solely at protecting its sovereignty and civilian population.
3. Cambodia has never targeted civilians.
The civilian casualties on both sides are regrettable, but Thailand’s accusations overlook the fact that its armed forces have repeatedly operated within civilian zones, in violation of the Geneva Conventions. The Cambodian armed forces have fully respected international humanitarian law and have never targeted civilian populations.
4. Cambodia remains committed to peace.
Despite continued provocations, Cambodia remains fully committed to the ceasefire agreement. Cambodia urges Thailand to halt its disinformation campaign, end all hostile actions, and return to constructive dialogue in the spirit of peaceful coexistence and ASEAN solidarity.
