Phnom Penh, August 3, 2025 — In response to recent remarks by the Ministry of Foreign Affairs of Thailand calling for renewed dialogue, the Royal Government of Cambodia has reiterated its unwavering commitment to seeking a peaceful resolution to all outstanding issues with Thailand, in full accordance with international law and the provisions outlined in the Memorandum of Understanding (MOU) signed in 2000.

This reaffirmation was made during a press briefing on the “Implementation Outcomes of the Cambodia–Thailand Ceasefire Agreement,” held on the morning of Sunday, August 3, 2025, at the Office of the Council of Ministers. Speaking at the briefing, His Excellency Chum Sounry, Spokesperson of the Ministry of Foreign Affairs and International Cooperation, emphasized Cambodia’s consistent and principled position.

“The Ministry of Foreign Affairs and International Cooperation once again reaffirms Cambodia’s unwavering commitment to peaceful resolution of all outstanding issues with Thailand,” H.E. Chum Sounry stated, “in accordance with international law and the principles enshrined in the 2000 Memorandum of Understanding.”

At the same time, the spokesperson expressed regret over elements of Thailand’s recent statement that, in Cambodia’s view, did not reflect the reality on the ground. He urged the Thai side to ensure consistency between its public statements and concrete actions.

“We call on Thailand to match its words with concrete actions—namely, by refraining from provocative actions, respecting the ceasefire agreement, and ensuring the humane treatment and prompt release of Cambodian military personnel under Thai control,” he added.

H.E. Chum Sounry further urged Thailand to engage in sincere dialogue within the legal frameworks both sides have previously agreed upon. He stressed that unilateral actions must cease and be replaced by good-faith negotiations based on mutually recognized documents and obligations.

“Cambodia has consistently demonstrated its willingness to engage in good-faith negotiations with Thailand,” he affirmed. “Cambodia has fully engaged in the implementation of the ceasefire agreement.”

Cambodia reiterated its readiness to work closely with Thailand and international partners in pursuit of a just, peaceful, and lasting solution that serves the mutual interests of both nations and their peoples. He stated “Cambodia remains open to sincere dialogue and reiterate our readiness to work closely with Thailand and relevant international partners to ensure a just, peaceful, and lasting resolution for the benefit of the two peoples.”
