Keynote Address by H.E. LTG. Maly Socheata, Ministry of National Defense Spokesperson:

1.  I would like to share the latest updates on the situation following the entry into force of the ceasefire between Cambodia and Thailand. Through the determined, transparent, sincere, rigorous, and unwavering commitment of the Royal Government of Cambodia and its Armed Forces, Cambodia continues to fully respect and implement all terms and conditions of the ceasefire agreement, with the aim of steadily restoring peace and stability. During the extraordinary meeting of the General Border Committee (GBC), Thailand agreed to Cambodia’s request to include Malaysia, the United States, and China as observers.

2.  This arrangement follows the special meeting held on 28 July 2025, which resulted in the ceasefire agreement that has thus far helped restore calm along the border. The participation of these partner countries reflects a shared commitment to ensuring the ceasefire’s success and sustainability, with the ultimate goal of fostering peace, stability, cooperation, and development for the people of both nations. Regarding the 18 Cambodian military personnel currently under Thai control since 7:50 AM on 29 July 2025, the Thai side has confirmed that they are safe and unharmed.

3.  The Royal Government of Cambodia remains actively engaged in negotiations to secure their release and reiterates its firm demand for their immediate and unconditional return in accordance with international humanitarian law. We have formally requested Malaysia—in its capacity as ASEAN Chair and as a key facilitator of the ceasefire—to mediate this matter. We also urge Thailand to expedite the release of our personnel. The Ministry of National Defence and the Royal Cambodian Armed Forces reaffirm that we will never abandon any of our military personnel under any circumstances.
