Statement by by H.E. CHUM Sounry, the Ministry of Foreign Affairs and International Cooperation Spokesperson:

1. The Ministry of Foreign Affairs and International Cooperation (MoFAIC) expresses its firm rejection of the unfounded and misleading claims made during the press briefing by the Thai Ministry of Foreign Affairs on July 31, 2025.

2. Cambodia reaffirms its adherence to international law, peaceful principles, and ASEAN-led mechanisms. The MoFAIC offers the following clarifications:

a. The claim by Thailand of Self-Defense is Misleading
– Cambodia reiterates that the armed clash on May 28, 2025, was triggered by Thai troops opening fire on Cambodian army position on Cambodian territory, not by Cambodian aggression.
– Thailand’s claim of “self-defense” is only to mask its provocative military actions.

b. For Thailand’s claim about Cambodia’s “internationalization for manipulation”.
– The MoFAIC wishes to highlight that Cambodia’s diplomatic efforts are consistent and legitimate.
– Cambodia’s engagement at the United Nations was a good-faith appeal for transparency and multilateral oversight, not “internationalization for manipulation,” as Thailand claims.
– Cambodia continues to work with ASEAN, the UN, and international partners to prevent escalation.

c. With regard to Thai claim that the ceasefire agreement is a Thai diplomatic victory
– As a matter of fact, the agreement was a multilateral achievement made possible by the constructive roles of ASEAN Chair Malaysia, the U.S., China and Cambodia’s active participation and restraint. It was not a Thai diplomatic victory.

d. Concerning continued accusation of Ceasefire Violations by Cambodia
– Once again Cambodia categorically rejects this unfounded allegation.
– Since the ceasefire took effect, Thai forces have been breaching the ceasefire by their military actions.
– Cambodia has documented these violations and will present evidence to ASEAN and the UN during upcoming meetings.

e. Thailand’s Accusations of Disinformation
– The MoFAIC dismisses Thailand’s accusations of “information warfare” by Cambodia and consider them as an attempt to distract international attention from its own actions.
– Cambodia is committed to fact-based communication and welcomes independent international observation of affected areas on both sides of the border.

3.The MoFAIC wishes to reaffirm that Cambodia stands for peaceful resolution, and regional stability. We urge Thailand to cease confrontational rhetoric, respect the agreed ceasefire, and engage constructively through ASEAN and international frameworks.
