Morning Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Key Interventions by H.E. LTG. Maly Socheata, Ministry of National Defense Spokesperson:

1.An immediate and unconditional ceasefire came into effect at 24:00 hrs. (local time) on 28th July 2025. This marks a crucial first step toward de-escalation and the restoration of peace and security. As a positive outcome, no exchange of fire has been reported across all military regions—reflecting the strong commitment of both countries’ leadership to firmly uphold the ceasefire.

2.To ensure the effective [implementation of the ceasefire agreement], both sides must strictly adhere to the following conditions
a.Cease all firing
b.No troop mobilization or reinforcement
c.Troops from both sides must remain in their current positions from 24:00 (local time) on 28 July 2025 onward
d.A liaison working group must be established to facilitate coordination between both sides.

3.An informal meeting of regional commanders (including Thailand’s 1st and 2nd Military Regions, the Chanthaburi and Trat Border Defense Command, and Cambodia’s Military Regions 4th, 5th, and Region 3th Military Commands) is scheduled to begin at 07:00 AM on July 29, 2025.
a.At that time, Cambodia’s 5th Military Region and Thailand’s 1st Military Region will meet at Kbal Spean, starting at 07:00 AM
b.Cambodia’s 4th Military Region and Thailand’s 2nd Military Region will meet at O Smach at 10:00 AM
c.The Commander of Cambodia’s Region 3 and the Chanthaburi and Trat Border Defense Command will meet via Zoom at 09:00 AM

4.To ensure the full and strict implementation of the agreed terms, a monitoring and supervision mechanism must be established. If both parties agree, a meeting of the military attachés from other countries, led by the Malaysian ASEAN chair, will be held to achieve the restoration of relations between the two countries, and an observer group will be established to verify and ensure the implementation of the ceasefire. Malaysia will also consult with ASEAN member states to contribute to the monitoring efforts, reflecting the regional commitment to supporting peace on the ground.

5.The presence and collaboration of all parties underscore their shared commitment to peace, dialogue, and regional stability.
– The next step will be the convening of the General Boundary Committee (GBC) on 4th August 2025, to be hosted by Cambodia.
– Both sides have also agreed to resume direct communication between the Prime Ministers, Foreign Ministers, and Defense Ministers of the two nations.
– The Foreign and Defense Ministers of Malaysia, Cambodia, and Thailand have been entrusted with developing detailed mechanisms for the implementation, verification, and reporting of the ceasefire. This framework will lay the groundwork for lasting peace and accountability.

6.The meeting reaffirmed the shared commitment of Malaysia, Cambodia, and Thailand to uphold the principles of international law, promote peaceful coexistence, and pursue multilateral cooperation toward a fair and lasting resolution of the situation.
