Justice Minister: Law Made Not To Punish People, But To Encourage Their Participation

A law is adopted not to punish the citizens, but to boost their participation, underlined H.E. Koeut Rith, Minister of Justice at a press conference on the Law on Preventive Measures against the Spread of COVID-19 and Other Severe and Dangerous Contagious Diseases, organised here this morning by the Ministry of Health and Ministry of Justice.

According to H.E. Minister, the law of six chapters and 18 articles entered into force on Mar. 12, 2021, after being promulgated on Mar. 11 by a Royal Krom signed by Samdech Vibol Sena Pheakdei Say Chhum, Acting Head of State.

“This law is made in an urgent situation. Therefore, it must come into force immediately after the promulgation,” he stressed.

H.E. Koeut Rith continued that in order to implement the law, the Royal Government has recently issued a Sub-Decree on Health Measures against the Spread of COVID-19 and Other Severe and Dangerous Contagious Diseases.

The sub-decree of 9 chapters and 35 articles encourages people to follow strictly the health measures including mask wearing, temperature screening, safety distance and so on, he said.

For her part, H.E. Ms. Or Vandine, Secretary of State and Spokesperson of the Ministry of Health expected that the number of new infections will gradually decrease within two weeks and the Feb. 20 Community Event will end in the near future with the strict implementation of the health safety rules.
